have reached agreement with him on the lines indicat
in my telegram of 4th September No. 109.
Soong (Minister of Finance) who was visiting Hong Kon}
agreed generally. I hope to send draft agreement
for your consideration next week. It requires appro' ea
of Nanking Government. Executive Council and Chambe:
of Commerce have not yet been consulted. Do you wish
me to consult them now.
